The health care institution "Clinical Maternity Hospital of Minsk Region" has launched an international technical assistance project "Using the record to keep track of observation - cross-border cooperation of regional hospitals in Siedlce and Minsk to protect the health of mothers and children."

The project is being implemented in partnership with the Mazovian Voivodship Hospital in Siedlce (Republic of Poland). The project is co-financed from the funds of the European Union within the framework of the Cross-border Cooperation Program of the European Neighborhood Instrument "Poland-Belarus-Ukraine" for 2014-2020.

The Poland-Belarus-Ukraine Cross-Border Cooperation Program has been supporting the processes of cross-border development in the border regions of Poland, Belarus and Ukraine for 15 years by co-financing various projects. All projects financed under the program are non-profit and contribute to improving the quality of life of residents of the border regions of Poland, Belarus and Ukraine. Each initiative funded by the program demonstrates a pronounced cross-border effect, not only through established partnerships between organizations from these three countries, but also due to the achieved results of projects and positive impact on the border area.

Terms of the project implementation - 01.05.2019 - 30.04.2021.

The total project budget is 2,695,276 euros, of which 1,950,000 euros will be provided by the European Union.

Relevance of the project

The project participant from the Belarusian side is the leading institution of the Minsk region for obstetrics, gynecology, perinatology and neonatology - the healthcare institution "Clinical Maternity Hospital of the Minsk Region", which provides specialized specialized medical care to pregnant women, women in labor and postpartum women with the most complex obstetric, gynecological and extragenital pathology, gynecological patients and newborn children of the Minsk region.

The leading cause of perinatal morbidity and mortality in newborns continues to be intrauterine hypoxia of the fetus and asphyxia of the newborn. Therefore, the introduction of modern technologies for early diagnosis, prevention and treatment of fetal hypoxic conditions becomes especially relevant.

One of the main methods for assessing the functional state of the fetus and diagnosing intrauterine hypoxia is fetal monitoring (CTG).

In the Republic of Belarus, there is a strict system of dispensary monitoring of pregnant women. However, at each visit, contact with the patient (and, accordingly, the CTG recording performed during the visit) is limited to 30 minutes, which significantly reduces the ability to monitor the patient's and fetus's condition, and increases the time she remains outside the control zone.

This project provides for the introduction of a technology for long-term remote monitoring of the condition of the mother and the fetus, including the transmission of information at a distance, due to which CTG can be recorded by the patient at home for a long time. This significantly reduces health care costs for working with a pregnant woman in a antenatal clinic, and also reduces the frequency of antenatal hospitalizations and the average length of stay of a pregnant woman in the hospital.

Today, not only the very fact of reducing perinatal and infant mortality is becoming relevant, but also ensuring the quality of the child's future life, which requires a whole range of interrelated organizational, therapeutic and diagnostic measures aimed at minimizing perinatal pathology. For this purpose, the project provides for the purchase of not only modern CTG devices, but also ultrasound scanners.

Objective of the project

Improve the availability of high-quality obstetric-gynecological and neonatological care in the Minsk region and Siedltsy subregion.

Project objectives

1. To improve the medical infrastructure in the field of obstetrics, gynecology and neonatology in hospitals in Minsk and Siedlce.

2. Expand the range of specialized medical services for mothers and children in the Minsk region and Siedltsy subregion.

Project activities

1. Project management.

2. Reconstruction of the boiler house of the hospital in Siedlce into an outpatient clinic for children and a clinic.

3. Purchase and installation of IT and medical equipment for a hospital in Minsk.

4. Rental and supply of medical equipment for the hospital in Siedlce for the needs of medical programs.

5. Early prenatal diagnostic program in both hospitals.

6. Neonatal and Infant Congenital Hip Malformations Detection Program at both hospitals.

7. Program "CTG zone for pregnant women" in both hospitals.

8. Preparation and maintenance of a database on fetal malformations.

9. Seminars and master classes - exchange of experience.

10. Information and promotion.

 

The implementation of this project on the territory of the Minsk region will improve the availability and quality of specialized medical care for the female and child population of the region, will contribute to the further implementation of the State Program "People's Health and Demographic Security of the Republic of Belarus" for 2016 - 2020 and the National Strategy for Sustainable socio-economic development of the Republic of Belarus for the period up to 2030.
